The PROSME project will continue and enhance the services of the Enterprise Europe Network (https://een.ec.europa.eu/) from July 1, 2025, until December 31, 2028, in the statistical region NUTS1 RO3 of Romania. Its aim is to improve the competitiveness and sustainability of SMEs in Europe, particularly in the RO3 region, by supporting them in innovation, growth, and expansion processes.
The project will focus on facilitating internationalization, increasing SME competitiveness, promoting sustainable and digital transformation, as well as strengthening SME resilience. The PROSME consortium leverages the strengths and experience gained during the 2022–2025 period and aligns with the European Union’s political priorities on digitalization, sustainability, and resilience.

The project implementation period coincides with the EU’s transformation toward a more sustainable, digital, and resilient economy.
PROSME covers the statistical region NUTS1 RO3 in Romania, which includes the NUTS2 regions South Muntenia (RO3.1) and Bucharest-Ilfov (RO3.2), and is proposed by a consortium of 12 partners, including regional development agencies, business support organizations, academia and research institutions, as well as companies.
Through this initiative, the “Magurele Science Park” Association – an Enterprise Europe Network (EEN) partner – will focus on facilitating internationalization, increasing SME competitiveness, promoting sustainable and digital transformation, and strengthening SME resilience. It will also continue supporting the development of an innovative ecosystem in the Bucharest-Ilfov region, enhance economic competitiveness, and optimize the valorization of research outcomes by facilitating technology transfer and implementing collaborative projects.
The project’s main objectives align with MSP Association’s goals and reflect broader European economic and political priorities:
- Facilitating SME internationalization by supporting access to foreign markets and the use of European commercial tools;
- Increasing SME competitiveness through dedicated innovation and strategic development assistance;
- Supporting digital and green transformation by tailored advice for integrating sustainable technologies and practices;
- Strengthening SME resilience by helping adapt to current and future economic challenges.
Specific objectives address local business landscape needs:
- Digital transformation and innovation: EEN support in assessing and adopting digital technologies;
- Sustainability and green growth: EEN’s role in guiding SMEs through sustainable business transformations, leveraging PROSME’s strengths in sustainability services;
- Resilience strengthening: EEN support in developing resilient business models;
- Access to European opportunities: enabling SMEs to participate in European programs and funding;
- Access for Romanian SMEs to Horizon Europe and Horizon Europe EIC calls, with tailored assistance;
- Success and impact: real economy success stories illustrating the value and impact of EEN on SMEs.
For the 2025–2028 period, building on the previous PROSME project and achieved objectives, the following results are anticipated:
- Increased number of SMEs connected with other entities across Europe and beyond to facilitate cross-border business cooperation, technology and knowledge transfer, as well as partnerships in technology and innovation;
- More SMEs informed about sustainability challenges and opportunities, integrating these into their business processes;
- Expansion in the number of SMEs using digitalization to improve their business and develop new collaboration opportunities;
- Increased share of European SMEs exporting both domestically and internationally;
- More European SMEs involved in EU programs;
- Growth in the number of SMEs reporting positive impacts such as increased market share, higher turnover, cost optimization or savings in international activities, job creation and retention, improved quality of products, services or processes, and innovations related to international activities.
The impact of EEN services on SMEs will be measured by market share growth, cost reduction, and increased innovation in SME products and services, especially in digitalization, sustainability, and internationalization. SMEs will become more competitive and resilient to economic challenges, with digital and green technology integration becoming standard.
PROSME will contribute to growth, internationalization, and economic transformation of the region. By integrating and supporting a sustainable business ecosystem, the project will facilitate the adoption of innovative technologies, strengthen regional collaboration, and enhance the economic resilience of SMEs.
The total project value is EUR 2,330,880.91, of which the European grant is EUR 1,405,727.55 (60%), and the consortium contribution is EUR 925,153.36 (40%).
The budget allocated to the Magurele Science Park Association is EUR 194,740.00, including EUR 116,844.00 in grant value and EUR 77,896.00 own contribution.
The project runs from 01.07.2025 to 31.12.2028 (42 months).
