How Romania Reached the Global Stage of Digital Infrastructure: The Story of a Highway and a Team

BIM, Machine Control Systems, Lidar Scanning, and Photogrammetry are just some of the technologies currently used by PORR Romania.

In 2024, PORR Romania represented Europe in the final of the openBIM Awards competition organized by buildingSMART International, during an edition held in Marrakech, Morocco. With over 160 projects submitted worldwide and only 22 finalists selected, the fact that our project – ‘PORR’s practical openBIM approach for TransCarpathian Motorway in Romania’ – made it into the top 3 in the Construction for Infrastructure category was more than a privilege for us. It was a validation,” says Irina DUMITRU, Deputy Manager, Design & Innovation Department.

From the Carpathians to Marrakech: A Highway That Connects Not Only Regions, but Also People and Technologies

The project presented is part of the A1 Sibiu–Pitești motorway, the first high-speed road to cross the Carpathian Mountains. Specifically, it refers to Lot 4, Tigveni–Curtea de Argeș, which spans nearly 10 kilometers, awarded to PORR and valued at over €337 million. This complex segment includes:

  • 12 bridges, viaducts, and overpasses,
  • one large-scale road interchange,
  • Romania’s first double highway tunnel, built using the NATM (New Austrian Tunneling Method), with a length of 1.35 km.

AI and BIM – Romanian Innovation Recognized Internationally

One of the elements that caught the attention of the international jury was the integration of an innovative artificial intelligence (AI) solution for analyzing and editing IFC (Industry Foundation Classes) files. PORR Romania developed an experimental solution that enables:

  • Analysis of digital models,
  • Extraction of technical and quantitative reports,
  • Editing properties directly via text commands,
  • Automatic correlation of planning with field conditions.

This solution is still under development but clearly shows the direction being pursued: a BIM ecosystem that is not just digital, but also intelligent – a concrete example of technological progress in Romanian infrastructure.

The digital transformation promoted in this project is not just a technological endeavor, but a strategic investment in the future of infrastructure. Among the key benefits of the AI-integrated BIM approach are:

  • Cost reductions by optimizing execution and eliminating errors;
  • Improved execution control through digital correlation of models with on-site measurements;
  • Better-informed decisions thanks to regularly updated data transparency;
  • Sustainability – Machine Control systems help reduce fuel consumption and avoid rework, minimizing environmental impact;
  • Staff training using interactive digital tools and realistic simulations.

Romania: An Increasingly Visible Player in the Global Innovation Community

Participation in the 2024 openBIM Awards is not only a recognition of PORR Romania’s team competence, but also evidence that Romania is part of a global community that promotes openness, collaboration, sustainability, and innovation.

The Măgurele Science Park Association supports and promotes such initiatives that contribute to positioning Romania as a key player in the field of digital and technological innovation. The success of this project confirms that intelligent infrastructure, driven by interdisciplinary collaboration and advanced digital solutions, is not only possible but already underway.

Romania can be a leader, not just a participant. And this project is clear proof of that.
